It's raining food allows the player to simply look up during rain and gain his hunger bar back when no blocks are above him. One hunger point is filled every ~2 seconds, so the complete hunger bar will be filled after about 40 seconds.
It helps the player to not starve to death when food is rare, for example it is included in the Sky Factory modpack.
