The Nebulous Core is a baubles by the Forgotten Relics mod. It has a 35% Vis discount. It passively geterate Vis into the wearer wand. When taking damage there's 40% to dodge the attack and teleport the player away. While wearing it may randomly teleport the player or become Dormant, needing Vis to re-awaken it, while Dormant all effects are disabled as well as the Vis discount.
