The Reinforced Ender Pearl is an item added by the Adventurer's Amulets mod and used as a crafting material.
Once crafted, the Reinforced Ender Pearl will need to be charged.
In order to charge the Reinforced Ender Pearl, you will need to right-click 16 times with it in your hand, while in the End. This is due to the Reinforced Ender Pearl's charge type, which is Transposing.
Meaning that it "will gain charge whilst you are in the End. No matter where you are in the End, you will gain charge. If you don't look at the Endermen, they won't hurt you and the End will be your beginning."
